The Philippine Atmostpheric Geophysical and Astronomical Services Administration (PAGASA) raised anew its 'green warning' signal in Metro Manila due to incessant rains.
The weather bureau had downgraded to yellow its rainfall warning earlier after the expected three-hour moderate to heavy rains this morning failed to occur.
PAGASA warned of intense flooding in the metropolis and advised those in low-lying areas to vacate or move to a higher ground.
