Honasan wants 'maximum penalty' for PNP 'bad eggs'



MANILA, Philippines - Senate public order committee chair Gregorio Honasan on Thursday called for the "maximum penalty" for policemen proven guilty of committing abuses, as he vowed to look into amending laws to improve policies in the Philippine National Police (PNP).

Honasan, a former military man, said the punishment for erring law enforcers must be heavier than those for ordinary citizens.

"We should impose higher standards on public officers," he said.

Honasan said PNP Chief Dir. Gen. Raul Bacalzo has already submitted to him a report on recent cases of police abuse, which also details what the police leadership is doing about them.

A technical working group (TWG) will be formed, when session resumes, to sit with the police and discuss how to improve its policies and propose amendments to existing laws.

Honasan said he will decide whether to hold an inquiry in aid of legislation when the TWG has submitted its report.

A part of the law that may need improvement, Honasan said, is the PNP's recruitment process and its compensation for personnel.

"Ideally, better trained, better paid," he said. "We have to look at this comprehensively at all angles."
