Taguig intensifies drive vs 'habal-habal'


MANILA, Philippines — Sixteen motorcycles engaged in illegal operation known as “Habal-habal” were recently apprehended by authorities in Taguig City following an intensified crackdown on illegal public utility vehicles.

Taguig strike force, composed of the Taguig Police Station Traffic Division, Traffic Management Office (TMO), Public Order and Safety Office (POSO) and Tricycle Regulatory Unit (TRU) conducted a lightning raid along General Santos Avenue in Barangay Upper Bicutan over the weekend.

Lawyer Darwin Icay, the mayor’s office spokesperson, said the operation was conducted after they received reports that out-of-line motorcycles are plying the Bicutan area.

“We have received reports that illegal motorcycles are plying in Bicutan and in some areas of the city that’s why we deemed it urgent to conduct immediate operation. This is part of Mayor Lani Cayetano’s intensified crackdown on colorum, out-of-line and illegal terminals,” Icay said.

Known as “Habal-habal,” these single passenger motorcycles are prohibited to pick up passengers since, aside from having no franchise from Land Transportation Franchising and Regulatory Board (LTFRB),they have no insurance coverage for passengers.

Army Captain Danny Canaveral, officer-in-charge of TMO, said traffic authorities first set up a check point on the roadside of General Santos Avenue before they accosted motorcycle drivers suspected of carrying paying passengers.

Canaveral said operators of Habal-habal were issued with citation tickets and made to pay the corresponding penalties.

Unregistered motorcycle units were hauled off to the impounding area in Upper Bicutan.

Aside from unregistered motorcycles, among those collared were unlicensed drivers, driving with expired license or carrying expired traffic citation tickets.

During the raid, traffic enforcers also spotted motorcycle drivers who were not wearing protective helmets. Motorcycle units that were parked illegally on the roadside were also not spared.
